In February 2009, the American Recovery and Reconstruction Act (ARRA) became law and sent nearly $800 billion in funds into the federal system. With the goal of stimulating the American economy and creating up to 3.5 million jobs, ARRA funds include new and significant responsibilities for the federal manager-higher standards for transparency and accountability, and a mandate to disburse funds in less than two years.
This first-of-its-kind research study exams the expectations, concerns, and roadblocks for federal executives to disburse Recovery Act funds in a time of increased transparency and the highest of expectations. Overall, the federal workforce is feeling "overwhelmed" and "anxious" about ARRA. Most do not expect the Recovery Act to be successful in meeting all objectives. The majority of program managers do not think the stimulus will meet the public's expectations.
