Are measures of success focused - at least in part - on outcomes? Are the measures related to the mission and goals in the strategic plan? Are the measures balanced?
Are performance data reliable?
Are measurement results reported to appropriate individuals at different levels of the organization and to external stakeholders?
Are performance measures used to influence and/or inform decisions about resource allocation? Does the agency provide individual or group incentives for contributions to organizational performance?
Agency Management
To what extent do line managers have flexibility in allocating resources within their organizations? To what extent do they have the ability to change processes in order to increase productivity?
To what extent are managers held accountable for agency performance?
Does the agency use program evaluation to determine opportunities for improvement and to test assumptions about the effects of programs?
Strategic Planning
Does the planning process involve relevant stakeholders, employees and others?
Are priorities set by weighing the likely contribution to the mission of competing policies and actions?
Is there a clear relationship between the strategic plan and measures of performance? Does actual performance inform planning?
Is there a clear connection between planning and budgeting?
