PILOT TRAINING

The Pentagon will weigh consolidating or contracting out pilot training programs. Mississippi's two pilot training bases, Columbus Air Force Base and Naval Air Station Meridian, could be closed or consolidated into a single, joint training base.

TESTING RANGES

The military only uses 30 percent of its space at training ranges. Encroaching development could mean test facilities in crowded areas along the East and West coasts could be moved to more rural areas in the California desert, New Mexico, Utah or Nevada.

RESEARCH AND DEVELOPMENT

The Defense Department is expected to consider consolidating and perhaps eliminating research facilities. In some cases the laboratories, such as Redstone Arsenal, Ala., and Picatinny Arsenal, N.J., might compete among themselves for work.

ARMY ARSENALS AND AMMUNITION PLANTS

The Army's two manufacturing arsenals at Rock Island, Ill., and Watervliet, N.Y., could be turned into federal corporations that compete for commercial work. The Army's 14 ammunition plants, most of which are not in use and already have commercial tenants, could be privatized.

AVIATION DEPOTS

The Navy and Air Force still operate service-unique depots for repairing airplanes, but they could be consolidated. One target could be the Naval Aviation depot in Jacksonville, Fla.
