**Seven of the government's 13 franchises are part of the CASU network. While they aren't CASUs, they began as such. And the Treasury Department, which owns them, chose to keep them under the CASU umbrella. The other six franchises are not part of the network. The San Antonio one chooses to use both FBA and CASU in its name.
