Operating Without Authority
The list of 137 programs that were not reauthorized last year but still received funding includes some very large federal operations.
Program and Funding level:
Department of Justice: $14.2 billion
Local educational agency grants: $8.7 billion
NASA: $8.7 billion
Foreign aid programs: $8.3 billion
Community development block grants: $4.2 billion
Coast Guard: $4 billion
Department of Energy supply programs, science programs and nondefense environmental management programs: $3.8 billion
Substance Abuse and Mental Health Services Administration, HHS: $2.7 billion
EPA water pollution revolving grants to states: $2.1 billion
