Playing Defense
At the Defense Department, federal workers have won more than two-thirds of all public-private job competitions held from fiscal 1996 through 2003:

| Contractors | 33% |
But contractors tend to prevail when 'direct conversions' are factored in:

| Contractors | 55% |
