Ensuring a successful 2000 Decennial Census: The Bureau of Census faces many challenges and uncertainties in seeking to conduct an accurate and cost-effective decennial census in 2000.

Accuracy goals: Reduce the net population undercount from 1.6% in 1990 to 0.1% in 2000.

Cost-effectiveness goals: None.

Completing the National Weather Service (NWS) modernization and restructuring: Until the final piece–the Advanced Weather Interactive Processing System–is fully deployed and functioning properly, NWS can’t take full advantage of its $4.5 billion investment in modernization or complete the associated downsizing and restructuring.

Pursuing more cost-effective alternatives to the National Oceanic and Atmospheric Administration’s aging in-house fleet of ships.

None.

Improving financial management systems and processes.

Obtain an unqualified audit opinion on Commerce’s consolidated financial statement for FY 1999.

Manage the Patent and Trademark Office’s space requirements and lease costs.

Evaluate the National Technical Information Service’s mission and financial viability.
