A Senate subcommittee on Wednesday approved a bill granting civilian federal employees a 2009 pay raise of 3.9 percent, a figure equal to the adjustment already authorized by the House for military service members.

The Senate Appropriations Financial Services and General Government Subcommittee voted for the civilian raise as part of the fiscal 2009 financial services spending bill. The adjustment is 1 percentage point higher than the increase the Bush administration proposed in February, and is identical to the amount approved last month by the House Appropriations Committee.

The Senate panel's move drew praise from federal labor unions and management groups, which have been lobbying for parity between civilians and the military and for a raise higher than the president's request.

"The federal government is on the verge of an unprecedented retirement wave. Low, disparate pay raises do not help this situation," said Darryl Perkinson, president of the Federal Managers Association. "An adequate pay raise of 3.9 percent, on par with that of the military, will give the government a fighting chance to recruit and retain the best and the brightest into civil service."

A portion of the 3.9 percent civilian pay hike would be allocated for locality pay; the rest would go toward an across-the-board increase.

The full committee is expected to consider the pay raise when it takes up the appropriations bill on Thursday.

  • Seeing all the comments above, makes me wonder why no one is doing anything about the problem!! I once heard NSPS problem was in court. Is it still? The favorite people and leadership are enjoying a fat income, but the workers are getting reduced income all around, especially in their retirement income. I wont get Social Security income, only civil service retirement. At this rate, I will be in hardship. Once under the old GS-plan, we would get our pay raise, now (if we are lucky) we get something out of the "pool"? Why wont this nightmare come to an end and return to the GS-rating? This is not fair! What good is writing this if it is not going any where, no Union or Legal/EEO to help, just floating out to sea! Some changes are good, this NSPS is not a good change (only for leadership.)   • My spouse and I count our lucky stars to be civil service retiree with the regular colas -- even if some years are less than others. We have it a lot better than most of our retired friends -- most do not get colas or if they do it's always less than we get! Also do not have the wonderful health plans we were able to carry into retirement! Course I am under the old retirement system, CSRS! Our best friends are paying over $700 a month and for less than full coverage! They also will lose their health coverage when they turn 65 and will then be only medicare covered!
  • My reference was to NSPS. With 2.74% baseline pay increase as cited plus a bump up of 2% to 4% performance based - base salarly increase, a person can take a moderate 4.74% to 6.74% salary increase to the bank effective Jan 09. Of course this is predicated on ones performance being recognized and compensated therto. Compared to industry - this isn't bad at all, everything considered. Everything is relative - if a person thinks that Gov't is great they should work for the Gov't. If they think Industry is better they should work for Industry. Everybody has a choice - go for it!
