Section 335 of the Interior and related agencies Appropriations Act
Sec. 335. None of the funds in this Act can be used to initiate any new competitive sourcing studies. Studies initiated in fiscal years 2002 and 2003 should be completed and each agency head should submit an in-depth report to the House and Senate Committees on Appropriations on the results of those studies. The competitive sourcing report should include specific schedules, plans, and cost estimates for implementing the outsourcing competitions.
COMMENTS
- I understand the need to cut the budget and to save money, but perhaps instead of starting at the bottom, we should start at the top, say with Congress. Perhaps Congress could do with some out-sourcing competition. Perhaps we could cut the Congressional amenities by a minimum of 50% - no more "$5" hair cuts, free this, and free that. If you watch the pennies and dimes, the dollars will take care of themselves - or so I've been taught. Most of the government employees, with whom I'm acquainted, are not living high on the hog.
