Program Assessment Rating Tool Results: President Bush's Fiscal 2006 Budget
President Bush's proposed fiscal 2006 budget includes ratings of hundreds of federal programs using the Office of Management and Budget's Program Assessment Rating Tool. For almost 50 of the programs, the administration recommended eliminating funding next year. Those programs are listed below.

COMMENTS
- It seems misleading to include the Small Business Administrations 7(a) loan program in a story about programs which are being cut. For FY2005, Congress went along with the Administration's request that the 7(a) guarantee loan program become "self-funding". By virtue of raising fees to borrowers and lenders, it is true that no "direct appropriations" are required to operate the program. Nevertheless, in no sence is the program being "cut".
