OMB evaluation of agency competitive sourcing plans
Editor's note: The following is OMB's informal working assessment of agency competitive sourcing plans to date; these plans are still being modified. Top agencies have committed to meet the 15 percent goal and created offices and incentives to make the program go forward. First-tier agencies have pledged to meet the goal; OMB is working with them to develop more detailed plans. Second-tier agencies have yet to commit to the goal.
