The only thing harder than enacting health care reform legislation may be implementing what detailed and fundamental changes may result. The federal government will undoubtedly face enormous management challenges whether reform is broad or incremental.


Government officials could be tasked with creating benefits packages; establishing an entity through which people may purchase insurance, penalizing individuals who don’t buy insurance and employers who don’t offer it, changing how Medicare pays doctors, hospitals and other medical providers, and deciding who should get money to encourage adoption of electronic health records systems.
